The # system is a way of writing/recognizing commands and inputs in fighting games. it takes on 
the look of the number pad on your keyboard so basically...

1 being down+back, 5 being neutral, and 9 being up+forward etc.

66 = Dash Forward
44 = Backdash
66 in the air = Air Dash Forward
44 in the air = Air Dash Backwards
7_8_9 = Jump
7_8_9 in the air = Double Jump
27_28_29 = Super Jump
866 = Instant Air Dash (also shortened to iad or IAD)
A+D = Throw (can usually be followed up into a combo, but has a somewhat large break window)
4A+D or 6A+D = Alternate throw (can't be followed up into a combo, but has a small break window)
A+D (at time of getting thrown) = Throw Tech
A+B+C = Arcana Force aka activation (can only be performed once per round)
C+E = Arcana Blast (requires at least 1 power stock and can be performed only if Arcana activation hasn't been used)
